When the shortcomings of narrow-based Black Economic Empowerment (‘BEE’) became apparent towards the end of the 1990’s, a need emerged for a more inclusive approach to empowerment. This approach became known as Broad-Based Black Economic Empowerment (‘B-BBEE’). A document titled ‘A STRATEGY FOR BROAD-BASED BLACK ECONOMIC EMPOWERMENT’ was released in 2003.

The 7 elements and their respective weightings out of 100 are depicted below:

Based on the overall performance of a Measured Entity using the Generic Scorecard above, it receives one of the following B-BBEE Status:

LEVEL TWO CONTRIBUTOR > 85 but < 100 points on Scorecard 125%
LEVEL THREE CONTRIBUTOR > 75 but < 85 points on Scorecard 110%
LEVEL FOUR CONTRIBUTOR > 65 but < 75 points on Scorecard 100%
LEVEL FIVE CONTRIBUTOR > 55 but < 65 points on Scorecard 80%
LEVEL SIX CONTRIBUTOR > 45 but < 55 points on Scorecard 60%
LEVEL SEVEN CONTRIBUTOR > 40 but < 45 points on Scorecard 50%
LEVEL EIGHT CONTRIBUTOR > 30 but < 40 points on Scorecard 10%
NON-COMPLIANT CONTRIBUTOR < 30 points on the Generic Scorecard 0%

Of the 7 elements of the Generic Scorecard, 5 of these elements are within the control of the entity - INTERNAL i.e. “Ownership”, “Management Control”, “Employment Equity”, “Skills Development” and “Socio-Economic Development Initiatives”.

PREFERENTIAL PROCUREMENT which carries a weighting of 20 points and ENTERPRISE DEVELOPMENT which carries a weighting of 15 points are EXTERNAL to an Entity but constitute about 35% of an Entity’s measurement on the Generic Scorecard.

Micro enterprises, SMME, SME, Corporate and other entities find it very difficult to break into their respective market segments and as a result close their businesses within the first 12 months.

Resources such as funds for marketing and advertising, which is a fundamental cost, are scarce and as a result, these entities have no means of advertising their products and services to the more established businesses, at affordable rates.

Similarly established corporate businesses have no knowledge of these SME and other entities and as a result, continue doing business with the entities they know, even though they may not be B-BBEE compliant.

THESE ARE SOME OF THE QUESTIONS THAT CONSTANTLY PLAGUE THE ESTABLISHED ENTITIES AND CORPORATES OF TODAY !!!

THE GREY BOOK DIRECTORY is a business to business directory of fully B-BBEE compliant Micro, SMME, SME, Corporate and other entities that are in possession of a valid B-BBEE certificate, issued by an ACCREDITED B-BBEE Verification Agency.

THE GREY BOOK DIRECTORY would be published in a hard copy directory format as well as electronically via a website, on a subscription basis. The entities full details would be provided as well as the entities B-BBEE status with its certificate number and expiry date. A brief description of the entity would also be provided. The website will provide updated information as well as provide for entities who want to add their details but missed the opportunity to advertise in the hard copy directory.

The intention of both the hard copy directory as well as the website is to provide a means for fully compliant B-BBEE entities to advertise / market their companies:

On the flip side, the hard copy directory as well as the website would provide a quick and easy reference database of fully compliant B-BBEE entities to the more established companies, to procure their products and services which they require, knowing their suppliers B-BBEE compliant status.

This in turn assists the more established companies with their own B-BBEE scorecard.

Similarly, the more established companies are able to find entities that offer synergies with their own companies and hence look at the Enterprise Development aspect of their B-BBEE scorecard. THE GREY BOOK DIRECTORY therefore assists companies with about 35% of the Generic Scorecard –
